Abstract
This paper opens by making the point that there is little academic literatu re on policy deployment. Also highlighted are the different interpretations which Western writers place on policy deployment issues such as plans, tar gets, means, deployment and feedback and some of the interpretations fail t o grasp some of the fundamentals of the process. It then goes on to describ e a generic catch, reflect, improve, scrutinize and pass (CRISP) approach t o policy deployment, based on the plan-do-check-act (PDCA) cycle, which it is claimed will enable an organization to deploy more effectively its visio n, missions, goals, objectives, targets and means. It is also pointed out t hat more organizations should be using policy deployment to help to ensure that their continuous improvement activities are effective.
