Abstract
This paper presents a rule-based system to generate and implement a dynamic restoration plan for a partial or total blackout in a bulk power system, T he governor response and ramp rate of each generator, system toad regulatio n, pick-up characteristic of individual load and the transmission network a re modeled. If the differences between the telemetry data and the calculate d system frequency or the calculated total generation at each power station exceed the specified tolerance, the restoration plan will be updated and a djusted accordingly. The complete load flow calculation is conducted at eve ry minute and the voltage and reactive power flow is controlled. Various ca ses in a prototype system are tested and encouraging results are obtained. The developed restoration system can provide a complete restoration plan wi thin a very short time and it can also dynamically general a new restoratio n plan as and when required.
