This article argues how the efficiency and effectiveness of the current pro
cesses of conservation planning is increased through the implementation and
use of Internet multimedia database information systems. This leads to new
conservation planning processes that are not just automated but also do no
t succumb to the Quality of Service (QoS) problems that current processes a
cross Europe exhibit. Automating the processes for dealing with application
s for listing and listed building consent, is in line with new national gui
delines set in many European Union countries, including the United Kingdom,
about modernising central and local government through the implementation
