Abstract
The problem of structuring a departmental management system is conside red using the aggregation-decomposition approach and graph theory. The functional arrangement of a system is based on using a tree of object ives, isolating the aggregated management functions and their feedback , and introducing systems of expert evaluations for individual stages of design. The proposed approach was used to work out a general arrang ement of the system for managing traffic safety in the Russian Federat ion.
