The problem of scattering of ultra short waves and acoustic waves by r
andom locally axisymmetric inhomogeneities is considered in Born appro
ximation. Such inhomogeneities are characteristic for the stratosphere
. The models of spatial spectra for locally axisymmetric temperature a
nd velocity field are developed. The general expressions are obtained
for the scattering cross section through independently measured parame
ters defining the model spectra. Tle scattering at small angles in the
mirror direction is considered. The comparison of the scattering of a
xisymmetric structures and on locally isotropic turbulence with the Ko
lmogorov spectrum is given. It is shown that for typical stratospheric
conditions the scattering on such structures exceeds the scattering o
n locally isotropic inhomogeneities especially for long acoustic waves
. It is also shown that the scattering of sound on the velocity fluctu
ations considerably exceeds the scattering on temperature inhomogeneit
ies. The blurring of a short acoustic pulse due to scattering in the a
tmosphere is estimated.
