The purpose of this article is to examine Israel's gender equality policy i
n education, formulated in 1994. Its sporadic implementation raises the que
stion whether it is a first step rewards a comprehensive policy or just a p
artial response to sectorial demands for women's equality. Personal intervi
ews and an examination of documents and literature revealed that the policy
is a response to demands by high-tech industries and women, while simultan
eously trying to satisfy opposing ultraorthodox groups who have acquired in
creased political power To reach a compromise between the above, it is impl
emented as a technical curricular matter.
