T. Smola, PCB/PCT-waste disposal ordinance and waste wood ordinance - two new Germanordinances under the terms of the recycling management and waste law, GEFAHR R L, 60(9), 2000, pp. 341-343
The German ordinance on hazardous substances prohibits the production and u
se of polychlorinated biphenyls and polychlorinated terphenyls; accordingly
, the German ordinance on the prohibition of chemicals stipulates that thes
e substances must not be placed on the market. Nevertheless, PCB and PCB-co
ntaining preparations are found in older technical equipment. The core requ
irement of the new PCB/PCT-waste disposal ordinance in Germany calls for su
ch equipment to be removed immediately to achieve the political aim of elim
inating these substances from the ecological cycle as quickly as possible.
This means a quasi-ban of these substances. Some halogenated monomethyl dip
henylmethanes are treated the same way. The drafted waste wood ordinance se
ts the framework for a proper recycling of waste wood in terms of substance
s and energy. The article gives an overview of the ordinances' requirements
and their concrete consequences.
