Knowledge of the astrophysical F-18(p, alpha)O-15 rate is important for und
erstanding gamma-ray emission from novae and heavy-element production in x-
ray bursts. A state with E-x similar or equal to 7.08 MeV in Ne-19 provides
an s-wave resonance and, depending on its properties,could dominate the F-
18(p, alpha)O-15 rate. By measuring a kinematically complete H-1(F-18, p)F-
18 excitation function with a radioactive F-18 beam at the ORNL Holifield R
adioactive Ion Beam Facility, we find that the Ne-19 state lies at a center
-of-mass energy of 665.3 +/- 1.7 keV (E-x = 7077 +/- 2 keV), has a total wi
dth of 38.5 +/- 3.4 keV, and a proton partial-width of 15.8 +/- 1.6 keV.
