Abstract
Nowadays many telescopes around the world are automated and some networks o f robotic telescopes are active or planned. Such equipment could be used fo r the training of students and for science in the Universities of DCs and o f new astronomical countries, by sending them observational data via Intern et or through remotely controlled telescope. It seems that it is the time t o open up for discussion with UN and ESA organizations and also with IAU, h ow to implement links between robotic telescopes and such Universities appl ying for collaborations. Many scientific fields could thus be accessible to them, for example on stellar variability, near-earth object follow-up, gam ma -ray burst counterpart tracking, and so on.
