Abstract
We investigate BIBDs with three intersection numbers, x, y, and z, such tha t the relation on the block set given by A similar to B iff the cardinality of the intersection of A and B is not equal to x is an equivalence relatio n. With such a design, we associate a family of strongly regular graphs wit h the same parameters. Two constructions producing infinite families of suc h designs are given.
