Abstract
Reviewed are main changes of conceptual schemes, caused by changes of oil m
arket dynamics, political-economic and legal aspects. Proposed is a new con
cept of Tatarstan oil-gas complex development, determined and reviewed are
directions of hydrocarbon resource base development, non-traditional energy
and energy resources development. Reviewed ore options for oil refinary an
d Totarstan Republic investment potential.
