Abstract
A new model of thin tilted ionospheric layer functioning as a weak divergin g lens is presented. According to this model, a radio beam path is most def lected within the ionospheric layer. Therefore, at large aspect angles, ref lections may be observed only when auroral inhomogeneities appear within th is layer. The properties of this model are investigated.
