A modelling study of the ITER divertor is done using the B2-Eirene cod
e package with full multi-species impurity treatment and volumetric re
combination of deuterium ions. A 'virtual target regime' is identified
, for which strong recombination and ionization form a double layer wh
ich acts like a target surface inside the divertor plasma. The power l
oads, erosion, and helium removal seem to be within the acceptable ran
ge For the ITER design, making this regime, together with operational
points close to it, a reasonable starting point for the optimization o
f the ITER divertor.
