An expression for the ion flow velocity due to fluctuating electric and mag
netic fields is presented for an axisymmetric toroidal plasma. When the sou
rce term due to fluctuations can be approximated as a parallel momentum sou
rce, this expression reduces to that obtained by the moment approach in the
conventional neoclassical transport theory. As an application, the plasma
rotation due to the slab ion-temperature-gradient mode is estimated. (C) 20
