Abstract
In this paper, we require each individual not only to be rational, but also ethical. We assume some persons who adopt "harm principle" and never take an action which worse off other persons' welfare. it is clear that all equi libria of such persons' non-cooperative games are Pareto-efficient. Then, t he "harm principle" is community-oriented, not liberty-oriented like libert arians assert.
