This article is the first to appear in the new section entitled The Histori
cal Record (an event of historic note in itself!). The article describes: (
a) the 500% increase in the number of regional and national evaluation orga
nizations throughout the world over a 5-year period; (b) the historic W. K.
Kellogg Foundation-funded meeting of many of these organizations in Barbad
os, West Indies; and (c) one of the outcomes of Barbados, which was a propo
sal to form a networked organization, tentatively called the International
Organization for Cooperation in Evaluation (IOCE). The article goes on to l
ist the benefits of such an organization to AEA members and discuss challen
ges that must be overcome before the IOCE becomes a reality.
