We report a O-17 NMR study of the apex oxygen in YBa2Cu4O8. Applying two in
dependent methods we show that the spin-lattice relaxation rate of apex oxy
gen is predominantly of quadrupolar origin and is driven by charge fluctuat
ions in the double chain. The temperature dependence of this quadrupolar re
laxation is different from the temperature dependence of the magnetic relax
ation of double chain copper and oxygen. This indicates a possible spin-cha
rge separation of the charge carrier quasi-particles in the double chain qu
asi-one dimensional conductor.
