Structural, magnetic and Raman scattering measurements have been performed
on Bi2Sr2-xLaxCuO6+y single crystals. Superconductivity with T-c of 36K, wh
ich is the highest T-c in this system, has been discovered in extremely hol
e-underdoped samples which normally do not show superconductivity. Structur
al measurements and results of annealing effect reveal that this supercondu
cting phase is caused by oxygen dopants. In addition, Raman scattering meas
urements support the macroscopic phase separation model.
