Service delivery in the broad field of rehabilitation has been declining in
quantity and quality for people with disabilities, the dispossessed, and o
thers. The context, that is, our communities, has similarly been weakened.
Meanwhile, the world's resources and wealth and talent flow freely up the h
ierarchies to the powers-that-be, the wealthy and the elite. In turn, these
powerful people regard social action efforts to redress the underlying soc
ial, economic, and political imbalances as a `Commie plot'. More, not less,
social rehabilitation is needed to make human communities fit again.
