There is disagreement over whether or not representatives shirk. Previous s
tudies, however, have used raw interest group scores that do not allow for
accurate comparisons over time. I take advantage of recently published inde
xed ADA scores by Groseclose, Levitt, and Snyder (1999) that adjust for tem
poral differences to test for shirking. I compare results from adjusted ADA
scores to Poole and Rosenthal's Nominate scores. With a simple, straightfo
rward test of dyadic representation, I provide additional evidence that shi
rking exists among voluntarily retiring members of Congress.
