Abstract
This paper draws on the organizational learning literature to argue that pa rticipatory development must be characterized by reciprocal relations betwe en development agent and participant. Nonaka's (1994) model of organization al knowledge creation is presented, applied to a case study in the developm ent literature, and implications for development theory and practice are di scussed.
