Tunneling contact was taken as an example to demonstrate that the interacti
on of electron quantum transitions can serve as a source of low-frequency f
licker fluctuations of conductivity. Estimates are made for the fluctuation
s of tunnel conductance. The theory explains the effect of flicker noise se
nsitivity to the discreteness of the electronic spectrum, as it was observe
