The Sixth Conference of Parties on climate change was suspended in November
2000 in The Hague without reaching agreement. This report looks briefly at
the evidence for climate change, discusses the negotiations at The Hague a
nd the reasons for me collapse of this 'make or break' meeting, but emphasi
zes that the breakdown does not mean an end to climate negotiations. The au
thor discusses the negotiations immediately after The Hague and the very se
rious political problems that need to be overcome if the next meeting of th
e Parties in May zool is to be successful. Finally, the report draws attent
ion to four articles to appear in the April 2001 issue of International Aff
airs that will analyse in depth the. politics at COP-6, the Implications of
its collapse and the revived talks.
