The application of our expertise sometimes forces us to confront issues of
conscience. This was the case when I was asked to advise on whether Canadia
n bilateral aid should be extended to the Tibet Autonomous Region. Because
the receiving partner was the People's Republic of China, there was a funda
mental question of how the aid might affect the Tibetan people. This paper
outliner important aspects of the process which enabled me to provide the a
dvice requested and the leadership in designing the first bilateral aid pro
ject to be undertaken by Canada in Tibet.
