Abstract
For the oblique incidence of a wave on a randomly inhomogeneous medium, it is shown that one can obtain spatial statistical phase characteristics by a veraging along an arbitrary horizontal straight line instead of spatial ave raging. It is shown that the spatial stochastic properties of the phase can be determined from time measurements only when there is a horizontal drift of the inhomogeneous medium.
