A new feature of the magnetic field dynamics in the interstellar medium is
discussed. Due to the presence of charged grains strong Hall electric field
s arise to support the quasi-neutrality. Magnetized electrons and ions drif
ting in the Hall electric field transfer the frozen-in magnetic flux and th
e magnetic energy. The drift velocity is much greater than the current velo
city and particle displacement in this motion could be of astrophysical sca
le. As a result the local "frozen-in" law of the magnetic field in matter i
s broken.
