nd maintain jobs located out of the reach of traditional forms of public tr
ansportation. Professor Garnett argues that lawmakers should remove restric
tions on jitney services, allowing entrepreneurs to provide low-cost transp
ortation to their communities. This reform would not only help people get t
o work, but it could also provide jobs for law-income people.
