The evaluation system of the Electronics and Telecommunications Research In
stitute (ETRI) - a leading Korean research institute, which has been operat
ing its evaluation system since 1993, earlier than 19 other government-supp
orted research institutes - is appraised. Desirable directions for the deve
lopment of ETRI s evaluation system are suggested. An analytic framework is
proposed, comprising evaluation paradigm, basic components of evaluation,
supportive components of evaluation and evaluation utilization, and these f
our main components are subclassified as 14 subcomponents of R&D evaluation
. ETRI needs further development in evaluation activities, especially in ev
aluation purposes and evaluation utilization.
