Abstract
In his decree King Haremheb comes to speak inter alia about the knbt-counci ls(the administrative units which are widespread throughout the country): t hey shall no more exact from the population any s3y/s34.t (in the form of g old, silver, etc.). Upon examining other texts referring to this imposition , it becomes clear that the king was proclaiming the exemption from particu lar taxes. Before the proclamation, knbt-councils, it would appear, were ch arged to collect the said taxes for the State from their communities.
