The existence of a magnetic birefringence of vacuum denotes one of the most
important predictions of quantum electrodynamics which have not yet been v
erified. We introduce an experimental setup which compared to previous atte
mpts to measure the Cotton-Mouton effect of vacuum improves the signal leve
l by two orders of magnitude. Keystone of the proposed assembly is a specia
lly designed 1.5 m long 25 T pulsed magnet which will be discussed in detai
