Abstract
In this paper, we derive the Boltzmann equation and its moments for massles s particles when a neutron star is rotating and slowly collapsing. Applying the diffusion approximation, we obtain a useful equation: aT(c)(4) - aT(4) = r (H) over tilde (30) 6N(0)(phi)/N-0 e(-N0 Lambda -1t) sin theta, which may be used directly to study the properties of the temperature near the ce nter of the star in approximate thermal equilibrium.
