On the basis of the continuum approximation in the statistical theory of li
quids and the physics of liquid dielectrics, a new version is proposed for
the semiempirical theory of the effect of the dielectric properties of indi
vidual solvents on the position of the absorption spectra of solutions. The
indicated theory makes it possible for the fil st time to calculate the va
lues of all the main components of the absolute shift of the spectral bands
during the gas-solution phase transition, caused by universal intermolecul
ar repulsive forces, as well as by attractive forces of an orientation, ind
uction, dispersion, and inductive-resonance nature. It is demonstrated that
the proposed theory is usable, using as an example the IR spectra of HCl s
olutions in several nonpolar and polar solvents. (C) 2001 The Optical Socie
