A dynamical approach is proposed for calculating the angular distributions
of fission fragments. The rt laxation time for the degree of freedom associ
ated with the projection of the total angular momentum of the nuclear syste
m onto the symmetry axis and the coefficient of damping of the fission mode
are the basic parameters of this approach. Experimental data on the anisot
ropy of the angular distributions of fission fragments and on the multiplic
ities of prescission neutrons are analyzed within the proposed model for O-
16 + Pb-208 (E-lab = 110-148 MeV),O-16 + Th-232 (120-160 MeV), O-16 + Cm-24
8 (110-148 MeV), and O-16 + U-238 (96-148 MeV). The relaxation time and the
damping coefficient are estimated at tau (K) = (5-6) x 10(-21) s and beta
= 4 x 10(21) s(-1), respectively. (C) 2001 MAIK "Nauka/Interperiodica".
