Compared with Russia and Eastern Europe, mainland China has been able
to carry out economic reforms more smoothly. This should be attributed
mainly to the significant growth of the non-public sector of the econ
omy, including individual households, private enterprises, and foreign
-invested enterprises, although efforts to renovate the management mec
hanisms of state-owned enterprises (SOEs) should also be given some cr
edit. This article will focus on the development of mainland China's p
rivate enterprises, which constitute an important part of the economy'
s non-public sector. In the post-Deng era, private enterprises are exp
ected to have more opportunities to grow because individuals have been
allowed to play more of a role in small-scale SOEs so as to alleviate
unemployment pressures and maintain social stability.
