We update the bounds on fermions with electric charge epsilone and mass m(e
psilon). For m(epsilon) less than or similar to m(e) we find 10(-15) less t
han or similar to epsilon < 1 is excluded by laboratory experiments, astrop
hysics and cosmology. For larger masses, the limits are less restrictive an
d depend on m(<epsilon>). For milli-charged neutrinos, the limits are stron
ger, especially if the different flavors mix as suggested by current experi
mental evidence.
