It is well known that the effective potential describing the interacti
on of a charged particle with a charged or neutral system at large dis
tances, but in the nonretardation region, is given by the sum of the C
oulomb term, if the net charge of the system is not zero, a static dip
ole polarization potential - a/2 rho(4), a term similar to 1/rho(6) pl
us higher-order terms. In the retardation region a term similar to 1/r
ho(5) appears which is a correction to the static dipole polarization
potential. It is shown here within the three-body approach that the dy
namic polarization of the bound state through the continuum causes a l
ong-range nonretardated term similar to 1/rho(5) which can also be con
sidered as a correction to the static dipole polarization potential an
d which exists in the nonretardation region.
