Brevard County created one of the first stormwater utility programs in Flor
ida in 1990. As a pioneering utility, there were no examples to follow to d
etermine the functions and policies for a stormwater utility. Many lessons
were learned in the political arena as well as in the new field of retrofit
ting existing development with new types of stormwater treatment systems. S
ince that time over 210 retrofit projects have been constructed at a cost o
f over $14,000,000 This paper will discuss some of the types of projects im
plemented and the lessons learned.
