We perform the next-to-leading-order QCD analysis of the world data on incl
usive deep-inelastic-scattering cross sections of charged leptons off the p
roton and deuterium targets. The parton distributions, the value of strong-
coupling constant alpha (s), and the twist-4 contributions to the structure
functions F-2 and F-L are extracted with a complete account of the correla
tions of data points due to the systematic errors. The sensitivity of the a
lpha (s) value and the high-twist contribution to the procedures of account
ing for the systematic errors are studied. The impact of theoretical uncert
ainties on the value of alpha (s) and on the parton distributions is analyz
ed. The obtained value of the strong-coupling constant taking into account
these uncertainties is alpha (s)(M-Z) = 0.1165 +/-0.0017 (stat+syst) (+0.00
26)(-0.0034)(theor). The uncertainties of parton-parton luminosities for th
e Fermilab and CERN LHC colliders are estimated.
