Abstract
This letter presents a variable bit-rate encoding scheme developed for digi tal video compression based on spatiotemporal decomposition and vector quan tization. This encoding scheme exploits the interframe redundancy present i n image sequences by employing replenishment of code-vector labels. The exp eriments indicated that code-vector label replenishment results in a signif icant reduction of the number of bits required for encoding the frames of i mage sequences. The proposed video-compression system outperformed the H.26 1 video-compression standard at high compression ratios, and produced recon structed video of comparable visual quality at medium and low compression r atios.
