A proper benefits study achieves more than simply estimating potential econ
omic improvement. it provides the basis for variable selection. control des
ign, equipment sperification. and implementation strategies. General approa
ches for such studies are available but are not widely employed for two maj
or reasons, lack of training and a mistaken idea that the study adds substa
ntial cost to project. We review currently available methods and offer a pr
oposal for improvements by focusing these methods on specific processes.
