Using a first-order vector perturbation theory, we calculate some scat
tering characteristics of surfaces which have both surface roughness a
nd subsurface permittivity variations. These variations are treated as
random variables where the roughness yields phase perturbations and t
he permittivity variations yield reflectance perturbations. Numerical
results are given for both types of scattering.
