The scattering of waves by a buried object is often obscured by the cl
utter around it. Such clutter can be attributed to the scattering by r
andom rough surfaces and random discrete scatterers. Recent studies sh
ow that, because of the memory effect, the angular correlation functio
n can suppress the effects of clutter and make the scattering by the b
uried object more conspicuous. In this paper, we study the angular cor
relation function of wave scattering by a buried object underneath a l
ayer of random discrete scatterers and a non-Gaussian random rough sur
face. Such problems are common when the target is buried below a rough
surface that is underneath a layer of vegetation. Numerical results a
re illustrated for various parameters of rough surfaces and discrete s
catterers. The angular correlation function is calculated by frequency
and angular averaging. It is shown that the use of the angular correl
ation function can enhance target detection in the presence of clutter
