Problems that arise in the course of designing information protection syste
ms on the basis of an integrated approach are considered. Variational probl
ems of optimal choice of protection strategies in the presence of informati
on constraints and constraints on the cost of the attainable systems effect
are solved. Assumptions from information theory relative to the new area o
f study are developed through introduction of a probabilistic penalty funct
ion and by taking into account the second initial moment of a random quanti
ty of information about an opponent.
