During the last ten years, some of the Italian thermoelectric plants have b
een repowered by topping the existing steam sections with gas turbines. To
investigate the early restoration capabilities of these repowered plants af
ter a blackout and to assess the requirements of the power plant control sy
stem, a simulator has been built and has been validated by means of availab
le measurements at power stations. The paper describes the simulator, the c
ontrol system modifications and some simulation results outlining the effic
iency of the repowered unit to reenergise part of the high-voltage transmis
