This article proposes an alternative approach to the current structure
of public transit in Tel Aviv. It reviews current conditions of trans
it operations, primarily those of the Dan and Egged cooperatives, and
identifies problems resulting from the current situation. A rationale
for an alternative operating structure--an authority structure--and br
ief examples of transit authorities in other countries are presented i
n an effort to suggest a framework for a Tel Aviv transit authority. A
set of issues for discussion concerning such a framework is provided
at the end of the article. Much of the discussion presented here is ba
sed on interviews with key transportation officials and a conference h
eld at Tel Aviv University in 1995.
