Open access to trackage rights in rail roads may be explored through c omparison with a similar organizational structure in the natural gas p ipeline industry. In this scenario, trackage rights are defined as the right to movement over a given segment of track, per some unit of tim e. To work well, a multi-part pricing system is essential. Careful imp lementation of open access would result in natural competition and far more flexible and relevant transportation prices.
