Cu-NQR spectra in La2-x-ySrxYyCuO4 (x = 1/8, y = 0.04) were measured to inv
estigate the possible static spin-charge stripe order. We obtained an insig
ht for a glassy nature of the ordering process. The charge order is trigger
ed at T-charge approximate to 70 K. But the spin order is still quasi stati
c in NQR time scale until T-spin (<4.2 K), which causes dynamical wipeout o
f the NQR signal below 55 K. At 1.5 K (<T-spin), the characteristic broad s
pectrum reappears. The broad spectrum is simulated satisfactorily based upo
n the stripe model with the modulation amplitude of the Cu moment of about
