We present results on disordered amorphous films which are expected to unde
rgo a field-tuned superconductor-insulator transition. Based on resistance
and I-V characteristics, we find evidence of a low field metal-to-supercond
uctor transition. This transition is characterized by a rapid drop in resis
tance and discontinuities in the I-V curves. The metallic phase just above
the transition seems to be an unusual, non-Fermi metal and the superconduct
ing phase seems to be a true zero resistance state.
