Observations of broadband electrostatic emissions in the upper ionosphere (
APEX mission data) have been considered. It has been shown that the heating
of plasma irregularities and their decay to small-scale structures are due
to the transformation of the phase-space volume of electrostatic oscillati
ons in the frequency-wave-vector space associated with variations in the pl
asma parameters.
