Methods for measuring the current and geometric parameters and estimat
ing the energy parameters of an annular bunch of relativistic low-ener
gy electrons are presented. The methods employ the optical (predominan
tly infrared) part of the spectral distribution of the synchrotron rad
iation with the use of fast infrared detectors capable of detecting ra
diation in the spectral range Delta lambda similar or equal to 0.3-45
mu m. A number of data acquistion and processing systems developed and
produced at the Joint of Institute of Nuclear Research in order to im
plement the infrared synchrotron-accelerator diagnostics are described
. These systems employ specially developed infrared optics elements. T
he radiation is detected with cooled Si, Pb, Se, InSb, GeAu, and LiNbO
3 infrared detectors operating at room temperature. Examples of the im
plementation of these methods in accelerator experiments are presented
